Corporate Social Responsibility (CSR) is the continuing commitment by business to behave ethically and to contribute to the nation’s economic development while improving the quality of life of the workforce and their families as well as of the local communities and society at large.

MDL has a Corporate Social Responsibility & Sustainability Policy with the Vision and Mission as follows:

Vision:

To undertake programmes for integrating social and business goals in a sustainable manner to create social impact through inclusive growth and planning.

Mission:

MDL is committed to continue with its socio-economic, developmental activities to bring about visible impact in people in particular and society at large.

Evolution of CSR Activities in MDL

MDL started its CSR initiatives in 2010-11 as per the guidelines given by Department of Public Enterprises, Ministry of Heavy Industry & Public Enterprises, Government of India as have been revised from time to time. After the amendment of Companies Act, MDL abides by the provisions of the Section 135 of the Companies Act’ 2013, Rules. All CSR activities are carried out as per Schedule VII of the Rules.

The amount spent for CSR activities has increased significantly from Rs 43.50 lac in FY 2010-11 to Rs 1166.00 lacs in the year 2015-16.

Also, MDL has spread its wings from CSR activities in Mumbai area to rural areas in multiple states of India.

Project For Drought Affected Areas Of Marathwada – Beed

Recognizing the need for undertaking activities in the drought affected areas, MDL has taken up a project in the Beed district of Marathwada region of Maharashtra. The villages of Patoda Tehsil of Beed district have been identified and the following activities are being undertaken through CSR project.

  • Provide fodder and mineral mixture nutrients to cattle and about 15,000 kg of mineral mixture have been distributed from May to mid-June 2016.
  • Augment water catchment sources by desiltation of wells/ponds/nallahs and create additional water sources, the work of which has already commenced.
  • Undertake plantation of approximately 50000 trees of different varieties such as Papaya, Drumstick, Bamboo, Mango, Teak, Kagaji lime, Neem, Jamun, Ber and Custard Apple etc out of which 33000 would be planted in first phase by 15 Aug’16.
  • Identify self employment avenues for local farmer so as to generate livelihood.

This CSR initiative will benefit approximately 1000 farmers and their families and 1500 cattles. The project would be undertaken over a period of three years.

Adarsh Gram Development – Kharade Grampanchayat, Shahapur Tehsil, Thane District

MDL, under its CSR projects, has adopted Kharade Grampanchayat, Shahapur tehsil of Thane District for its overall development based on the clarion call of the Hon’ble Prime Minister for creation of ‘Adarsh Grams’. Kharade Grampanchayat comprises two revenue villages viz. Chandgaon and Kharade and 10 Padas (hamlets) with a population of 3008 persons residing in 590 households. The inhabitants of these Padas primarily belong to Tribal community and lack basic amenities and livelihood means.

The project was kickstarted on 29 Dec. ‘15 by CMD, MDL in presence of Shri V. Giriraj, Principal Secretary, Rural Development, Maharashtra State and other digntaries.

The intervention required for development includes spreading Health Awareness & Swachh Bharat Mission, Provisioning of Solid Waste Management, Constitution of a Farmers Club, Provisioning of clean Drinking Water and providing Quality Education, Skill Development and facilitating Women Empowerment etc.

MDL has installed 500 Solar power street lights in villages of Kharade Grampanchayat in December 2015.

The following activities are planned to be carried with the assistance of Karve Institute of Social Service, Pune,(KINSS), an eminent NGO, over a period of 3 years:

  • Health Awareness Programmes in Collaboration with Govt of Maharashtra
  • Veterinary Camps in Collaboration with Govt of Maharashtra
  • Swachh Bharat Abhiyaan and Waste Management Programmes
  • Formation of Farmers Club for Generation of Livelihood
  • Toilet Constructions and Awareness for villagers participation
  • Provide Safe Drinking Water.
  • Quality Education Programme Through Partner NGOs

  • Skill Development & Vocational Training Centre
  • Sports And Training Academy for training rural youth for recruitment in Police And Defence Services

The total expenditure for the project is estimated to be Rs 2.36 crores spent over a period of 3 years.

Adoption Of Tribal Girls School In Changyachapada, Shapur Tehsil, Thane District

A residential school was started by ABM Samaj Probodhan Sanstha, at Changyachapada in Kharade Grampanchayat of Shahapur Tehsil, Thane District. In April 2014, the school became non-operational due to lack of funds and administrative issue. There were around 80 girls admitted to the school, during this period.

The school is primarily for the girls of `Kathkari’ community, who are categorized as one of the most primitive Schedule Tribes (ST). In the Government schools the enrolment of Kathkari children is hardly between 2 to 5% of the total strength (as per the Academy of Development Science report of 2003).

With a view of provide primary education to the children, this category of Community, who migrate from one location to other location for their employment, the School has been adopted by MDL. At present, there are around 100 girls of this community in this residential school. MDL bears total recurring cost of the girls studying in this residential school amounting to Rs 33.00 lakhs and Rs 45.00 lac in 2015-16 and 2016-17 respectively. In order to incentivize the parents of their children, who stay in the residential school, they are being provided with Rs. 100/- per month. MDL intervention has given a new life to the school and the girls studying in this school.

Health Initiatives
Renovation Of NICU At KEM Hospital, Mumbai

MDL has undertaken renovation and equipping of Neonatal Intensive care unit (NICU) of KEM hospital of Greater Mumbai. The hospital is now well equipped with latest equipment. The NICU now has 33 beds and 4 ventillators for the infants from the marginalised population, who come here for treatment. This has been a great initiative in providing tertiary care health facilities in Government run hospitals. The overall expenditure for the project is Rs 3690.00 lakhs.

Support to 20 Hearing Handicapped Children by providing cochlear implant surgery

MDL is supporting cochlear implant surgery to 20 below poverty line children through M/s. Artificial Limbs Manufacturing Company Limited (ALIMCO) at a cost of Rs 133.68 lakhs. The project was started in Jan’16 and around 16 surgeries have been completed till date.

Support for 5000 Cartaract Surgeries for needy persons in Raigad & Thane Districts through Laxmi Charitable Trust, Panvel, Mahrashtra

Support for 5000 cataract surgeries for needy persons at an estimated cost of Rs 150.00 lakhs. The surgeries will be carried out during the period May’16 to April’17. Further, MDL will also support the Trust for Renovation of Operation Complex and purchase of ophthalmic instruments for the same.

Skill Development – Skill India

MDL has adopted following routes for contributions towards Skill India:

  • a) Skilling through the Company run Apprentice Training School(ATS): Earlier MDL was imaparting training to 425 apprentices and the same has now been enhanced to 625 nos. of Apprentices per year. The financial outgo on account of increase of 200 apprentices who belong to below poverty line and backward community families is approx. Rs. 600 lakhs per annum.
  • b) Skilling Through adoption of ITIs and Vocational Training Centres :
    • i) ITI Chikhaldhara in Amarawati District of Maharashtra State has been adopted. The same will support 300 Apprentices with annual expediture of approx. estimated to be Rs. 150 lakhs per annum.
    • ii) Adoption of 04 (Four) VTCs run by Father Agnel Institution in Mumbai. About 532 apprentices would be trained at a total cost of Rs. 45 Lakhs per annum.
  • c) Skill development through National Handicap Finance and Development Corporation (NHFDC) and Central Institute of Plastic Technology (CIPET):
    • i) Skill development of 1000 persons with Disability (PWD) candidates is being undertaken at various centres in the country through National Handicap Finance and Development Corporation (NHFDC) at a cost of Rs. 133.68 Lakhs per annum.
    • ii) Skill development of 80 candidates is being undertaken at various centres in the country through Central Institute of Plastic Technology (CIPET) at a cost of Rs. 32 Lakhs per annum.
  • d) Construction of vocational training centre exclusively for PWD candidates at Anandvan, Warora and will benefit PWD students

Toilets Under Swachh Vidyalya Mission In South Gujarat

MDL identified 52 schools in Valsad District in South Gujarat for toilet block construction under Swachh Vidyalaya Mission. The toilets were constructed as per design, drawings and specifications given by Sarva Siksha Abhiyaan, Govt of Gujarat. The project will benefit 3168 girls and 3607 boys in these schools. A total of 54 toilets blocks were constructed at a cost of Rs 2.09 crores and handed over to the school authorities during 2015-16.

Distribution Camp Of Assistive Aids To Differently Abled Persons Through Alimco

Distribution of assistive / rehabilitation aids - motorized tricycle, wheel chairs, hearing aids, crutches, walking sticks, MSIED kits, rotator and smart cane etc. to the differently able persons in Mumbai. CSR initiative will benefit about 430 children / persons with disability.

Children Empowerment

In May 2015, MDL has undertaken under CSR activities, the setting up of 10 ‘Bal Mitra Grams’ in association with Bal Ashram Trust over a period of 3 years with an expenditure of Rs 69.00 lakhs. Bal Ashram Trust was co founded by none other than the noble laureate Shri Kailash Satyarthi. The main objectives of the setting up of the Bal Mitra Gram are:

  • Withdrawing of Children from Economic activities.
  • Enrollment of Children to Schools.
  • Formation of Bal panchayat.
  • Recognition of Bal panchayat by village Panchayat.

The NGO conducted preliminary survey of the 20 villages and identified prevailing issues in the villages, which seriously effect the child rights as well as development of the village. Out of the 20 villages surveyed, 10 villages which were having high number of dropouts, child marriage, absence of education and village infrastructure etc. have been chosen for implementation of various program.

Outreach Programmes Coordinated By Nirdesh

NIRDESH, The National Institute for Research & Development in Defence Shipbuilding has been set up by Department of Defence Production, Ministry of Defence as an autonomous Society to achieve complete self-reliance in warship and submarine construction. MDL is a founding member of the Society and a key stakeholder of the Institute as its major financial, technical and administrative contributor.

NIRDESH site at Calicut is located on the sea coast at the mouth of a river. This eco-sensitive site is surrounded by a thickly populated fishing village inhabited by poor fishermen. MDL has been carrying out CSR in the area around NIRDESH, since 2013-14. Total expenditure incurred in three years is Rs.24.5 Lakhs. Major areas taken up are as follows :-

  • a) Child Development by upgrading Anganwadi facilities and setting up children’s parks at Primary Schools.
  • b) Health care and hygiene by augmenting facilities at primary health centres.
  • c) Cleaning of water front areas through Swachh Bharat initiatives.
  • d) Environmental protection by upgradation of eco-sensitive projects such as sea turtle rehabilitation centre and mangrove forests.

Environmental Protection

As part of CSR activities, MDL has installed 500 Solar power street lights in Handoyi village in Bhadohi District, Uttar Pradesh and another 500 Solar power street lights in villages in Pali District, Rajasthan incurring an expenditure of Rs 2.18 crores.
